Earlier this year, the Scottish Government introduced important updates to the online Register of Tobacco and Nicotine Vapour Products. Those already involved in the sale of tobacco and vapes will be familiar with the requirement to register, but these changes aim to make the registration process simpler, more secure, and compliant with evolving legislation. This should help retailers manage their details efficiently and stay on the right side of the law.
Key changes to the system include:
- Migration to a new digital platform 'ePass': Registration has moved from the old register system to a new streamlined digital platform called ePass.
- Mandatory identity verification of the registrant through ScotAccount: Registrants must now verify their identity using ScotAccount, a secure service for accessing Scottish public services. This process involves submitting personal details and a photo ID for facial recognition.
- Improves search functions and mapping tools: the new platform can be used to search for all registered premises and access improved mapping features.
- Individual or Business Registration: All individuals or businesses selling tobacco or nicotine vapour products must register or already be registered. You can register one or multiple premises.
- On and Off-Sales Premises: Both on and off-sales premises are required to be registered.
- Legal Compliance: It is illegal to sell tobacco or nicotine vapour products without being registered. Non-compliance can result in significant fines and other penalties.
How to Register or Update Your Details
For Existing Retailers
- Log on to the new ePass platform through ScotAccount. If you do not already have an account, the system will guide you through setting one up. You will verify your identity here.
- Review your current registration details and ensure all the information held is up-to-date.
- Once updated, you will receive confirmation and remain on the register.
For New Retailers
- You will also log on through ScotAccount and verify your identity.
- You must submit a new registration through ePass, or alternatively, if you wish to register by paper, you can download a registration form and return it to the Tobacco, Nicotine and Gambling Team at the Scottish Government.
- You will be required to provide your business and premises details.
